基于老年人行为需求特征的社区服务设施配置策略研究
摘要：我国正逐渐步入深度老龄化，为确保到2035年在保障人人享有基本养老服务的基础上，有效满足老年人多样化、多层次养老服务的需求，国家相继出台相关政策以落实养老服务设施的规划建设，《城市居住区规划设计标准》（GB50180—2018）的施行对落实国家政策提供了技术支撑。在《城市居住区规划设计标准》（GB50180—2018）提出的五分钟生活圈居住区服务设施配置的基础上，基于老年人生活需求分析，通过开展老年人行为特征的实证调查，研究面向老年人的社区服务设施配置，提出重视需求补齐短板、延伸服务提质增效、全龄友好多元融合的三项策略，探讨以“普惠养老”为导向的社区服务设施配置策略。

Research on the Allocation Strategy of Community Service Facilities Based on the Characteristics of Behavioral Needs of the Elderly
Abstract: China is gradually stepping into the deep aging period. In order to ensure the basic elderly care services for everyone and moreover effectively meet the needs of diversified and multi-level elderly care services by 2035, China has issued relevant policies to implement the planning and construction of elderly care facilities. Standard for Urban Residential Area Planning and Design(GB 50180-2018) provides technology support for the implementation of national policies. Based on the service facility configuration of five minute pedestrian neighborhood in new "standard" and the analysis of the elderly's living needs, through the empirical investigation of the elderly's behavior characteristics, focus on the allocation of community service facilities for the elderly, this paper puts forward three strategies: pay attention to the needs and make up for the shortages, extend the service and improve the quality and efficiency, all age friendly and diversified integration, in order to explore the allocation strategy of community service facilities oriented by "inclusive elderly care".
