新型城镇化背景下城市内涝防治规划的编制思考
摘要：随着我国城市内涝灾害频发，城市内涝防治设施的规划和建设受到了广泛关注。国家出台一系列相关政策，要求各城市编制完成城市排水防涝设施建设规划，加快推进城市内涝防治设施的建设，建成较为完善的城市排水防涝工程体系，有效解决当前影响较大的严重积水内涝问题。以新型城镇化背景下城市内涝防治规划的理念转变和方法创新为开篇，提出了城市内涝防治设施规划的工作定位和编制要点。

Thoughts on the compilation of urban waterlogging prevention and control planning under high-quality development
Abstract: With the frequent occurrence of urban waterlogging disasters in China,the planning and construction of urban waterlogging prevention and control facilities have received widespread attention.The state has issued a series of relevant policies,requiring all cities to complete plans for the construction of urban drainage and waterlogging prevention facilities,speed up the construction of urban waterlogging prevention and control facilities,and build a relatively perfect urban drainage and waterlogging prevention engineering system,effectively solve the current serious waterlogging problem,and avoid casualties and heavy property losses caused by rainstorm waterlogging.This paper starts with the concept transformation and method innovation of urban waterlogging prevention and control planning under the background of new urbanization,and puts forward the working orientation and compilation points of urban waterlogging prevention and control facilities planning.
