新冠肺炎疫情下对三亚城市医疗卫生设施规划的反思——以《三亚市医疗卫生服务设施布点规划》为例

摘要：新冠肺炎疫情考验着我们每个城市乃至整个国家的医疗卫生服务能力、应急能力和治理水平。在疫情防控过程中，医疗卫生设施是“战疫”最基本、最关键的保障。以《三亚市医疗卫生服务设施布点规划》为例，结合本次疫情发生后三亚医疗卫生设施的应急响应和部署，同时参考和对比新加坡、上海的应急响应情况，反思原规划编制中存在的不足，并提出相应的规划应对建议。

Reflection on the Planning of Medical and Health Facilities in Sanya Under the COVID-19 Outbreak:A Case Study of Sanya's Site Layout Planning of Medical and Health Service Facility

Abstract: The COVID-19 outbreak is a test to the capability of the health service, emergency response and governance of every city and even the whole country. In the course of epidemic prevention and control, medical and health facilities are the most basic and crucial guarantee for the war of COVID-19 outbreak. This paper attempts to take Sanya's site layout planning of medical and health service facility as an example, combines with the emergency response and arrangement of medical and health facilities in Sanya after the COVID-19 outbreak, at the same time, refers to and compares to the emergency response of Singapore and Shanghai, and reflects on the deficiencies in the original planning to put forward corresponding planning suggestions.
