基于社会资本方视角的海绵城市PPP项目风险评估

摘要：风险评估是海绵城市PPP项目顺利开展的基础性关键工作。基于社会资本方的视角，就海绵城市PPP项目风险评估问题，从政府信用、财务经济、合同履约、建设管理、运营管理与社会环境等6个方面出发，构建风险指标体系；采用专家主观权重与客观权重相结合的方式确定各指标综合权重，运用模糊综合评判法构建风险评估模型。最后，以某市海绵城市PPP项目为例进行模型验证，并提出相关风险防控建议。

Risk Assessment of Sponge City PPP Projects from the Perspective of Social Capital

Abstract: Risk assessment is the basic and key work of sponge city PPP project. From the perspective of social capital,this paper constructes a risk index system of sponge city PPP projects from six aspects,including government credit,finance and economy,contract performance,construction management,operation management and social environment.The comprehensive weight of each index is determined by combining subjective weight and objective weight of experts,and the risk assessment model is constructed by fuzzy comprehensive evaluation method.Taking a sponge construction PPP project in a city as an example,this paper verifies the risk assessment model.
