水环境治理PPP项目设计管理实践
摘要：水环境治理PPP项目具有市政项目和政府投资项目的特点，属于“多边工程”，边界条件复杂。设计工作是项目实施的龙头，直接影响工程的进度、质量和投资。针对此类项目设计工作的特点和设计管理工作的难点，给出健全管理体系、完善设计审查和变更流程以及强化日常进度、质量和考核管控三方面的具体应对措施，供同业开展类似项目参考。

Water Environment Governance PPP Project Design and Management Practices
Abstract: The PPP project for water environment governance has the characteristics of municipal projects and government investment projects,belonging to the “multilateral engineering” category with complex boundary conditions. Design work is the leader of project implementation,directly affecting the progress,quality,and investment of the project. This article provides specific measures for improving the management system,improving the design review and change process,and strengthening daily progress,quality,and assessment control in response to the characteristics of design work and difficulties in design management for such projects,providing reference for similar projects in the industry.
