工程异常低价投标处理方法国际比较研究
摘要：为预防工程异常低价投标带来的问题，本文分别从工程异常低价投标的定义、处理程序、识别方法、分项评审方法、澄清要求、合理性证明、决定七个方面，比较和分析了世界银行、亚洲开发银行、中国住建部对于工程异常低价投标的识别和处理方法的异同。在此基础上，提出启动工程异常低价投标识别的基准价的设定方法，并提出异常低价投标处理的建议，希望为识别和处理工程异常低价中标提供参考。

The International Comparative Study on Treatment Method of Abnormally Low Bid for Construction
Abstract: For the purpose of preventing the problems caused by abnormally low bidding,the difference and similarity of identification and treatment method of abnormally low construction bid among the World Bank(WB),the Asia Development Bank(ADB),The Ministry of Housing and Urban-Rural Development of China is compared and analyzed from the seven perspectives of definition,treatment,procedure,identification method,item review method,clarification requirement,justification,and decision. Based on the above analysis,the method for deciding the baseline price for initiating identification of abnormally low construction bid is proposed and the following suggestions for handling abnormally low bidding are also proposed. It is expected to provide an useful tool for identifying and handling abnormally low construction bid.
