基于“分工”视角的建设项目使用方角色研究——以EPC项目为例
摘要：工程建设项目通常有使用方、建设方、承包方、设计方、监理方、咨询方。随着社会经济的进一步发展，工程项目呈现规模庞大化、技术复杂化的特点，项目管理模式也经历了由“合”到“分”、由“分”到“合”的过程。在EPC模式下的项目建设实践中，参建单位数量繁多、关系复杂，基于工期、造价、需求的目标导向下，作为项目使用方主体，精准定位自身角色，准确理解权责关系，灵活运用合作机制，充分融入建设团队并推动项目向预期目标前行，是值得深入研究的课题。

Research on the Role of Construction Project Users Based on the Perspective of “Division of Labor”:Taking EPC Projects as an Example
Abstract: Engineering construction projects usually have the user,the builder,the contractor,the designer,the supervisor,the consultant. With the further development of social economy,engineering projects show the characteristics of large scale and complicated technology,and the project management mode has experienced from “cooperation” to “division” and from “division” to “cooperation”. In the practice of project construction under EPC mode,there are a large number of participating units with complex relationships. Based on the target orientation of construction period,cost and demand,as the main user of the project,it is worthy of in-depth study to accurately position its role,accurately understand the relationship between rights and responsibilities,flexibly use the cooperation mechanism,fully integrate into the construction team and promote the project to the expected goal.
