区域开发规划建设统筹模式研究——以临港新片区滴水湖核心片区为例

摘要：统筹政府、平台公司、开发主体等相关主体行为，保障项目有效运行，对于区域开发项目而言至关重要。本文围绕战略目标的落地，提出“1+X+N”创新管理模式下的规划建设统筹总体框架，并从主体职责、协同工作机制、统筹工作内容、保障措施等方面分析规划建设统筹工作机制，以滴水湖核心片区建设为例进行探讨，希望以此明确统筹规划建设的关键环节和有效模式，打通政府、市场“横向”与“纵向”间的协同，探索一种高水平规划、高标准设计、高品质建设、多主体参与、全生命周期管控的统筹模式，形成“一套机制”保障片区开发项目成功实施。

Research on the Overall Planning Mode of Planning and Construction of Regional Development：Takes Dishuihu Core Area of Lin-gang Special Area as an Example

Abstract: Coordinate the behaviors of the government，platform companies，development entities and other relevant entities to ensure the effective operation of the project，is important to the success of regional development.This paper focuses on the implementation of strategic goals，establishes overall planning framework of planning and construction of regional development under the innovative management model of “1+X+N”，and analyzes the overall working mechanism from the perspective of main responsibilities，cooperative working mechanism，overall work content and safeguard measures.Takes Dishuihu core area of Lin-gang special area as an example，hopes to clarify the key links and effective modes of overall planning mode，opens up the collaboration between the “horizontal” and “vertical” of the government and the market，explores a comprehensive mode of high-level planning，high-standard design，high-quality construction，multi-agent participation，and full life cycle control，and form a “set of mechanisms” to ensure the successful implementation of regional development projects.
