存量BOT项目风险规范处置研究——基于政府方视角
摘要：针对国内存量BOT项目在执行中发生的政府方风险，采取案例调查的方法，归纳识别出主要风险因素并深入分析其产生原因，根据不同项目的风险类型，提出了完善合同体系、依法提前终止、转化为PPP模式等规范处置的措施，为存量项目整改并保障平稳运行提供借鉴。

Research on Risk Standardized Disposal of Existing BOT Projects：Based on the Perspective of the Government
Abstract: In view of the government risks that occur in the implementation of domestic existing BOT projects，the paper adopts the method of case investigation，summarizes and identifies the main risk factors and deeply analyzes the causes，and according to the risk types of different projects，proposes measures for standardized disposal such as improving the contract system，terminating early according to law，and converting into PPP mode，so as to provide reference for the rectification of existing projects and ensure smooth operation.
