要素清单对招标控制价编制质量的提升研究
摘要：以完整性、合规性、准确性作为招标控制价的质量验收标准，分析影响招标控制价编制质量的因素及其不良后果，进而建立“招标控制价编制质量控制要素清单”；从投资批复文件、法规与行业规范、图纸和现场情况及市场价格等方面，形成招标控制价编制质量控制的体系和重点，以便于编制、审核、监管等阶段的应用，实现精准管理，持续提升招标控制价编制质量。

Research on Improvement of List of Elements on Preparation Quality of Bidding Control Price
Abstract: By clarifying the completeness，compliance and accuracy of the bidding control price as the quality standard，this paper analyzes the influencing factors and adverse consequences，and then establishes the “List of Quality Control Elements for the Preparation of the Bidding Control Price”，forms a quality control system and focus from the aspects of investment approval documents，regulations and industry norms，drawings and on-site conditions and market prices，etc.，to make it easier to apply them in the stages of preparation，review and supervision，so as to achieve accurate management，continuously improve preparation quality of the bidding control price.
