EPC联合体分配方式及优化研究
摘要：分配方式作为EPC联合体成员之间最基本的纽带，对于联合体实行有效管理、化解冲突，以及利益最大化等方面均存在着重要影响。本文通过对多个EPC联合体项目进行调查访谈研究发现：实践中EPC联合体在分配方式方面存在着认知不足、分配对象单一、权责利关系模糊、实现方式缺乏灵活性等问题。据此提出在EPC联合体分配方式中，应将风险与成本视为最基本的分配对象、明确联合体各方的权责利对应关系、采用更为灵活的分配方式等优化建议。

Study on Allocation Mode and Optimization of EPC Consortium
Abstract: As the most basic link between EPC consortium members，allocation mode has an important impact on the effective management，conflict resolution and interest maximization of the consortium.Based on the research and group interview conducted in EPC consortium projects with different allocation modes，the paper identifies the deficiencies of poor recognition of the role of the current allocation method，single allocation object，fuzzy corresponding relationship between rights，responsibilities and interests，and inflexible implementation methods of allocation.Finally，puts forward optimization suggestions of taking risk and cost as basic allocation objects，clarifying the corresponding relationship between rights，responsibilities and interests，adopting a more flexible allocation method.
