城镇居住建筑碳交易协同机制研究

摘要:开展城镇居住建筑碳交易,对降低我国建筑碳排放和实现“双碳”目标具有重要意义。参考现行公共建筑碳交易机制,开展城镇居住建筑碳交易或将面临交易成本高、手续复杂等困难,需要政府、物业服务企业和城镇居住建筑业主三方进行协同合作予以克服。系统分析了开展城镇居住建筑碳交易面临的阻碍因素,分析了政府、物业服务企业和城镇居住建筑业主的碳交易协作关系及行为特征,设计了三方协同合作下的城镇居住建筑碳交易机制。

Research on Collaborative Mechanism of Carbon Trading for Urban Residential Buildings

Abstract: There is great significance on carrying out carbon trading of urban residential buildings for reducing carbon emissions and achieving the goal of “carbon peak and carbon neutral” in China.Carrying out carbon trading for urban residential buildings may face difficulties such as high transaction costs and complicated procedures referring to the current carbon trading mechanism for public buildings,which need to be overcome through cooperation among the government,property service enterprises and owners of urban residential buildings.This paper systematically analyzes the obstacles for carrying out carbon trading of urban residential buildings,analyzes the collaborative relationship and behavior characteristics among government,property service enterprises and owners of urban residential buildings,and designs the carbon trading mechanism of urban residential buildings under the cooperation of the three parties.
