PPP项目变更影响因素研究
摘要：在PPP实践中，变更已成为项目失败的主要原因之一。本研究通过多案例分析，识别包括政府管理能力不足、政府信誉不佳、市场环境等导致PPP项目变更的主要影响因素。进而，通过揭示变更因素之间的关联关系，深入剖析多因素共同作用从而导致项目重大变更的内在作用机理；同时对不同类型项目的变更影因素的差异性进行分析，在此基础上为参与PPP项目的政府方和社会资本方提出有效管理PPP项目变更的对策建议。

Research on Influencing Factors of Change of PPP Project
Abstract: In PPP projects,change has become one of the main causes of project failure.Through multiple case studies,this study identifies the main factors that led to changes in PPP projects,including insufficient government management capacity,poor government reputation,and market environment. Then,by revealing the relationship between the change factors,deeply analyzes the internal mechanism of the joint action of multiple factors leading to major changes in the project. At the same time,analyzes the differences of change influencing factors among different types of projects. Then proposes countermeasures and suggestions for the government and social capital parties involved in PPP projects to effectively manage changes in PPP projects.
