军队老旧小区综合改造研究
摘要：诸多原因使军队老旧小区综合改造具备一定的特殊性，本文综合分析军队老旧小区的现状和综合改造的难点，总结出当前实施综合改造存在动力不足、清单不具体、协调机制不成熟、后期运维管理效率低下等难题。在此基础上，结合利益相关者分析，提出多措并举提升综合改造动力、突出重点明确综合改造清单、针对现实问题搭建和完善军地协调机制、着眼长远发展创新运维管理模式的军队老旧小区综合改造实施策略，为全面推进军队老旧小区改造及可持续发展提供相关理论参考。

Research on Comprehensive Reconstruction of Old Military Community
Abstract: There are many reasons that make the comprehensive renovation of old military communities have certain particularities.This paper comprehensively analyzes the current situation of old military communities and the difficulties of comprehensive renovation，and concludes that the current implementation of comprehensive renovation has insufficient motivation，unspecific lists，immature coordination mechanisms，and low efficiency of later operation and maintenance management.On this basis，combined with the analysis of stakeholders，it proposes the implementation strategy of comprehensive renovation of old communities by taking multiple measures to improve the power of comprehensive transformation，highlighting the key points and clarify the comprehensive transformation list，building and improving the military-civilian coordination mechanism according to practical problems，and focusing on long-term development of innovative operation and maintenance management models，which provides relevant theoretical references for comprehensively promoting the renovation and sustainable development of old military communities.
