摘要：基于2022年卡塔尔世界杯主场馆卢赛尔体育场项目，介绍该项目建设管理组织体系的特点。从业主、联营体和中方3个维度对项目管理组织模式进行总结分析。详细阐述业主项目管理组织体系与施工规范要求、设计与技术文件的构成，分析业主维度的项目管理架构，重点分析BIM管理体系的应用。阐述联营体三级管理体系、优化联营体部门设置和构建全球协同的分包管理模式。分析中方项目管理组织架构，采用多种管理手段对项目进行分级管控，最后对中方项目管理经验进行总结并提出相关建议。

Research on Project Management Organization System of Lusail Stadium for 2022 World Cup
Abstract: Based on the Lusail Stadium project, the main stadium of the Qatar World Cup in 2022, this paper introduces the characteristics of the project construction management organization system. The project management organization system is studied from the three dimensions of the owner, the joint venture and the Chinese side. The owner's project management organization system and construction specification requirements, the composition of design and technical documents, the owner's project management structure analysis focus on the application of the BIM management system. Then a three-level management system for the joint venture is established, the department settings of the joint venture is optimized, and a global collaborative subcontracting management system is built. The Chinese project management organization structure is analyzed, and a variety of management methods are used to manage and control projects at different levels. Finally, the Chinese project management experience is summarized and relevant suggestions are made.
